PAN deputies confronted the president of the Congress of Mexico City, Martha Ávila, for attempting to pass a reform that required 44 votes with only 41. In light of this situation, PAN deputies took to the podium in an act of parliamentary resistance, demanding respect for the rules and the legality of the legislative process.
Deputy Daniela Álvarez criticized Martha Ávila for constantly silencing the opposition and trying to curtail their right to free expression. In this sense, she pointed out that they will not allow their microphone to be turned off or to be ignored. The Morena bench and its allies attempted to pass reforms to the Organic Law of the Congress of Mexico City without having the 44 votes necessary for validation.
Diego Garrido, vice-coordinator of PAN, explained that the vote was invalid from the beginning, as the local Constitution establishes that any constitutional reform must be approved by at least two-thirds of Congress, that is, 44 votes, and Morena only had 41. In this sense, he stated that there is no room for interpretations or legal shortcuts and that what happened constitutes a flagrant violation of legality.
For her part, the president of PAN Mexico City, Luisa Gutiérrez Ureña, emphasized that Morena tried to modify the regulations so that votes requiring qualification could be decided by simple majority, despite the regulations clearly stating that a qualified majority is needed, which Morena did not have. The PAN deputies reaffirmed their commitment to defending legality and respect for institutions, ensuring that they will not allow the Constitution to be violated or plurality in Congress to be trampled.
Andrés Atayde, coordinator of the National Action Bench, deemed the attempt by Morena and its allies to change the rules of Congress without the necessary support as serious and reiterated that the opposition deserves respect. Ricardo Rubio stated that PAN will continue to conduct acts of peaceful resistance to prevent abuses and violations of the law in Congress, emphasizing that whenever Morena tries to violate the Constitution, they will take the podium to stop their actions.
